Am I charged by the completed call, per attempt, or by a per record basis?

PostCalls charges on a per record basis.

Although a phone number may be busy or someone doesn’t have an answering machine, PostCalls will attempt to deliver the message four (4) more times. However, you will only be charged for the first attempt (record).
